This theme is really cute for kids. I love that it's gender neutral so it works for your little sailor boy or girl! Here are some of my decor picks to get this summer party started! 
Party ideas:
The little sailor hats can be personalized for your guests with labels and make a perfect party favor. Tape some pictures of the guest of honor to the life preserver for a nautical picture display. Add a starfish to the dessert table décor. Serve red and blue candy on the dessert table (Swedish fish, blue gum balls or M&M's...)! Have fun sail-a-brating! Sorry, couldn't help myself!
