Can You Make a Citizens Arrest on a Police Officer?

Dear University Police officer (driving car #1568),
You must have been absent at the Police Academy the day that they taught you that even though you are driving a police car, you have to abide by the same rules as every other car on the road - unless it is an emergency and your lights are on. Why else would you have blatantly disregarded the clearly marked 'Right Turn Only" sign posted at the light and make a left turn? Which, by the way, held up the rest of us trying to go right.
Can You Make a Citizens Arrest on a Police Officer?
Let me just remind you that you are not special just because you wear a badge and if I hadn't been in a hurry to get to the Anatole for the Heroes and Handbags charity luncheon, I would have followed you, flagged you down and made a citizens arrest just to satisfy my annoyance.  But, raising money for kids with cancer was more important to me, so I let it go.
