Twerking Or Tweeking?

I only twerk in the privacy of my closed door, closed windowed room and I get down real low and I practice shaking my butt in the full length mirror....  That's not what this post is about, and NO! I will not send you a twerking video. On the other hand, I always make a few tweeks to my blog here and there. You might have noticed today that I've been doing that again this week. My tweeks are always gradual, I don't have a test blog to try out all my fancy changes, so that when my millions of fans come here they'd see the massive change and all their jaws would most certainly drop. My style is to change the header, change a few images, throw down some new colors, and maybe a new font... If I'm feeling really crazy I will sit in discipline and I will learn some HTML/CSS to make things... things such as the the social media and about me buttons in the top right corner up there.... ^^^^
As I was twerk... I mean tweeking today, I became very curious about all other bloggers and the blog design process.
Do you do your blog design yourself? When I say this, I mean do you get in the dirty HTML of your blog and fiddle and tink around until you have exactly what you have always pictured? 
OR
Do you hire someone to do it for you? 
OR
Do you do it yourself, but only go as far as blogger, wordpress, tumblr, and any other sites are templated for?
I'm very curious, because design is a huge part of a blog. How often do you go to a blog and know if you're going to read the posts by the overall design? I do that all the time. Sometimes when I'm designing my own site I screen shot other blogs and continue to go back and really analyze the elements I like and why I like them.
Also I have another question..
Is there more that you'd like to see from my blog? More photos of puppies pasted about? A more prominent about me page?
