He is the leader of the Death Eaters, a group of evil wizards and witches dedicated to ridding the Wizarding World of muggles and establishing Voldemort as its supreme ruler.

Voldemort is extremely powerful,clever and ruthless. He can read minds and shield his own from penetration. In the final book, Voldemort flies unsupported, something that amazes all those who see it. Voldemort, like his ancestral family, is a Parselmouth, meaning he can converse with serpents. Voldemort's knowledge of magic is more extensive than any wizard alive. Dumbledore has hailed him to be probably the most brilliant student Hogwarts had ever seen. Voldemort's wand is made of yew, whose sap is poisonous to symbolizes death.
Although Voldemort remains highly accomplished and prodigious in skill, he is enormously lacking and highly inept in the most powerful magic, love. This inability to love and trust others proves to be Voldemort's greatest weakness in the series.
The Joker is portrayed as highly intelligent and skilled in the fields of chemistry and engineering, as well an expert with explosives.The Joker has cheated death numerous times, even in seemingly inescapable and lethal situations. He has been seen caught in explosions, been shot repeatedly, dropped from lethal heights, electrocuted, and so on, but he always returns once again to wreak havoc.
Joker has been portrayed as physically frail to the point that he can be defeated with a single punch. He is, however, consistently described as agile.

Although Voldemort has an awesome knowledge of magic, Joker's wit is no less. The way he engineers his lethal actions define him. Besides this Voldemort , in the course of seven books, at times commits blunders, which the Joker more or less doesn't.

Basically, it all comes down to
A) Which spell Voldemort tries on him
B) Whether or not the Joker can disarm Voldemort.
In unarmed combat, Voldemort has no advantage. When it comes down to with magic, Crucio or Imperio won't work because Joker loves pain and has great will power to survive these curses. Only one unforgivable curses would do him any good "AVADA KEDAVRA". We also do not know if Voldemort could survive model world weapons like Bazooka, machine guns etc. As such the competition would prove really stiff.
